China Jiliang University (CJLU) is a university distinctive for its metrology, standards, quality, market regulation, inspection and quarantine. Its predecessor, Hangzhou Metrology School, was established by the State Metrology Bureau in 1978. In 1985, the school was upgraded to China Institute of Metrology with the approval of the Ministry of Education. It was renamed China Jiliang University in 2016. Since 2019, CJLU has been jointly supported by the People’s Government of Zhejiang Province and the State Administration for Market Regulation, and it has been a key university co-sponsored by the People’s Government of Zhejiang Province and the People's Government of Yiwu City. In 2021, CJLU was authorized to confer doctoral degrees with the approval of the State Council Academic Degrees Committee. CJLU offers 2 doctoral programs and 15 master’s degree programs in the first-level disciplines and 11 professional master’s degree programs. CJLU has 19 colleges (departments or centers). There are over 16,000 undergraduates and over 3,600 postgraduates studying full time on campus. In the evaluation of general undergraduate universities in Zhejiang province, CJLU ranked first in multi-disciplinary teaching and research universities as well as universities with master’s degree programs for four consecutive years. In Shanghai Ranking’s 2020 Best Chinese Universities Ranking, CJLU took the lead among universities with master’s degree programs. CJLU has a faculty of over 1,500. Nearly 700 teachers have senior professional titles and 70% hold doctoral degrees. CJLU shares 2 academicians with the Chinese Academy of Engineering. It boasts faculty members who have been recognized as state-level talents for more than 20 times. CJLU scholars have been selected in talent programs such as the National Ten Thousand Talents Program, the Yangtze River Scholars Program, the National Science Fund for Outstanding Youths, the National Hundred-Thousand-Ten Thousand Talents Program, as well as the National Innovative Talents Promotion Program. CJLU prides itself on its provincial and ministerial talents who have been listed for over 50 times in academic honor rolls, such as Super Experts of Zhejiang Province, Ten Thousand Talents Program of Zhejiang Province, Young and Middle-aged Experts with Outstanding Contributions to Zhejiang Province, as well as 151 Key Sponsored Talents Program of Zhejiang Province. CJLU boasts 1 national-level University Teaching Team of Huang Danian-style, 1 state-level Teaching Team, 5 Zhejiang Provincial University Teaching Teams, 5 Key Scientific and Technological Innovation Teams of Zhejiang Province and 4 University (High Level) Innovation Teams of Zhejiang Province. CJLU has nearly 40 scientific research platforms at the levels of province, ministry and above, including the National Center for Quality Inspection, Key Laboratory of State Administration for Market Regulation, the National Base for International Science and Technology Cooperation, National-Local Joint Engineering Laboratory, International Science and Technology Cooperation Base of Zhejiang Province, Key Laboratory of Zhejiang Province, Engineering Laboratory of Zhejiang Province (Engineering Research Center), New (University) Think Tank of Zhejiang Province, and the 2011 Collaborative Innovation Center of Zhejiang Province. CJLU also established various research institutes: Quality Development Research Institute, Manufacturing Power and Standardization Strategy Research Institute, Zhejiang Free Trade Standardization Research Institute, Emergency Science and Engineering Research Institute, Advanced Research Institute for Poetry Road Culture, Research Institute for Photoelectric Materials and Devices, Research Institute for Environment and Health Science, as well as Research Institute for Precise Measurement and Intelligent Manufacturing Engineering. CJLU Sci-Tech Park is recognized as a National University Sci-Tech Park, a State-level Sci-Tech Business Incubator, and a State-level Sci-Tech Base for College Students’ Entrepreneurship and Training by the Ministry of Science and Technology and the Ministry of Education. CJLU is home to many high-level talents training bases. These organizations include: National Demonstration Training Base for Innovative Talents, National Research Base for Legal Metrology, ISO International Standardization Training Base (Hangzhou), International Standardization Talents Training Base, National Intellectual Property (Zhejiang) Training Base, The Education and Training Base of China Certification and Accreditation Association, National Training Base for Industry Automation Accreditation, and International Organization of Legal Metrology OIML Training Center (Hangzhou Base). CJLU ranks amongst the top 1% in ESI global rankings in the disciplines of engineering, chemistry and materials science. The university also holds 10 first-class disciplines of Zhejiang province. CJLU has made great achievements by giving full play to its strength in industry-based disciplines and serving the innovation-driven strategy. CJLU has won three second prizes at the National Science and Technology Awards and has attained over 100 provincial and ministerial awards, including the Outstanding Achievements Award in Scientific Research of Ministry of Education, the Science and Technology Award of Administration of Quality Supervision, Inspection and Quarantine (AQSIQ), the Science and Technology Award of Zhejiang Province, and the Outstanding Achievements Award in Philosophy and Social Sciences of Zhejiang Province. Over the past five years, CJLU has undertaken over 800 national, provincial and ministerial projects, published over 2,900 high-level academic papers, obtained over 1,500 authorized invention patents, and taken charge of or participated in the development and revision of over 130 standards. CJLU has 1 national experimental teaching demonstration center, 1 national virtual simulation experimental teaching center, 1 national virtual simulation experimental teaching project, 10 Zhejiang provincial experimental teaching demonstration centers, 6 national and provincial off-campus practice bases for university students, 1 national innovative experimental area for talents training, 1 national joint demonstration training base for professional master’s degree of engineering, 4 joint postgraduate training bases of Zhejiang province, and 2 industry-university integration demonstration bases of Zhejiang province. 12 demonstration courses, 6 teaching research projects, 2 basic level demonstration teaching organizations, and 1 teaching and research demonstration center have successfully set up the first batch of provincial ideological and political teaching projects. CJLU is the winner of the inaugural ISO Award for Higher Education in Standardization. In the past two evaluations of teaching achievements, CJLU has won 20 national and provincial teaching achievement awards. CJLU was qualified for the Excellent University in Undergraduate Teaching Assessment by the Ministry of Education in 2007. CJLU passed the Undergraduate Teaching Assessment by the Ministry of Education in 2016, and was reviewed in 2019. CJLU emphasizes “education through practice”. At various academic competitions held in the past five years, CJLU students have won 399 national awards and 2,875 provincial awards, including 19 national level prizes in the National “Challenge Cup” Competition. With its 47 first prizes at the National Mathematical Contest in Modeling, CJLU has ranked high for years in its overall achievements among all participating universities nationwide and has ranked first among all participating universities in Zhejiang province. In 2018, CJLU has won a MATLAB Innovation Award (the highest award) under the Undergraduate Group in 2018. During the period of 2016-2020, CJLU ranked 65th in the National University Academic Competition Evaluation and ranked 5th among universities of Zhejiang Province in 2020. In the past five years, CJLU students have been awarded 690 patent authorizations. CJLU has won 6 first prizes in the National Art Performance of University Students and 40 first prizes in Zhejiang Province. CJLU won the first prize of Outstanding Achievements in Campus Culture Construction of Universities in China. CJLU created Metrology through Thousands of Years, an original large-scale music and dance epic, which was awarded as “featured demonstration program saluting fine traditional Chinese culture” by the Ministry of Education. CJLU enrolls students nationwide, from 31 provinces, municipalities, autonomous regions and Hongkong, Macau and Taiwan. All students enrolled are top tier students with higher scores. In the past five years, the average employment rate of its graduates reached 95.22%. In 2017, CJLU was selected among the Top 50 Universities with Typical Experiences of Innovation and Entrepreneurship in China and was selected among the top-ranking Entrepreneurship Demonstration Colleges of Regular Higher Education Institutions of Zhejiang Province in 2018. Moreover, it was designated as a pilot university for national intellectual property in 2020. A large number of outstanding graduates have made important contributions to the national defense and military industries, in particular in the fields of aerospace, shipping, weaponry, and nuclear power. Many graduates have won national science and technology awards. While focusing on central tasks of the CPC Zhejiang Provincial Committee and the People’s Government of Zhejiang Province, CJLU deepens “Three Services", and promotes government-industry-university relations by engaging in cooperation with local governments, market regulation authorities and enterprises. CJLU further cooperates with Zhejiang Provincial Administration for Market Regulation, Department of Commerce of Zhejiang Province, and Department of Emergency Management of Zhejiang Province. CJLU has signed an agreement on deepening comprehensive cooperation with Yiwu City and has been actively promoting the cooperation. CJLU has co-established branches of university sci-tech parks with places such as Shangyu District of Shaoxing City and Yuyao County of Ningbo City. In addition, it has co-established local research institutes with Xinchang County, Yantai City, Huangshan City, and has co-established 15 technology transfer agencies with Wenling County, Yuyao County, Anji County, Kunshan County, etc. CJLU has participated in the co-establishment of 30 alliances for industrial technologies. CJLU has signed agreements on science and technology cooperation with over 40 city or county governments both inside and outside Zhejiang Province. CJLU has hosted 362 training sessions for talents in metrology, standardization and quality, with a total of nearly 27,000 trainees. CJLU actively integrates itself into the development of the Yangtze River Delta, and co-initiated the Yangtze River Delta Alliance of High-level Distinctive Universities jointly with 13 universities from Shanghai, Jiangsu province, Zhejiang province, Anhui province, etc. CJLU has made great efforts to promote its internationalization by establishing partnerships for joint programs for doctoral, master’s and bachelor’s degrees with universities and research institutes in over 50 countries, including the United States, the United Kingdom, New Zealand, Germany, France, the Czech Republic, Australia, and Canada. CJLU has established two joint collaborative undergraduate programs with Auckland University of Technology in New Zealand and Anglia Ruskin University in the United Kingdom and co-established the Confucius Institute at University of Finance and Administration (VSFS) in the Czech Republic. CJLU has established Research Institute for Central and Eastern Europe, Zhejiang-Czech Center for People-to-People and Cultural Exchanges and Zhejiang-Czech Prague Silk Road Institute. CJLU has initiated the co-establishment of the world’s first Belt and Road University Alliance for Standardization Education and Academics (B&RUAS), which encompasses 117 universities from 36 countries and regions. CJLU has also established the Belt and Road Institute. Moreover, CJLU is home to the Hangzhou-Dresden Liaison Office, promoting cooperation in innovation and entrepreneurship education for Chinese and German college students and facilitating exchanges between Chinese and German teachers and students as well as enabling scientific and technological cooperation. At present, CJLU is preparing for new opportunities and aspirations. By upholding the educational philosophy of “Metrology as University’s Cornerstone, Standards as its Code of Conduct, and Quality as its Career Goal”, CJLU is advancing towards a distinctive high-level university.
